Overview

Samuel Allen is a litigation associate in the Los Angeles office of Munger, Tolles & Olson who works on complex litigation and internal investigation matters and has significant experience representing companies in matters under the False Claims Act.

Samuel’s practice focuses on high-stakes commercial litigation and business disputes. Early in his career, he was the lead associate on an MTO team that obtained a $67 million settlement for UCLA in the university’s lawsuit against apparel provider Under Armour relating to Under Armour’s attempt to cancel a major sponsorship deal.

In addition, Samuel has significant experience representing clients in connection with government inquiries and qui tam matters. In his False Claims Act defense practice, Samuel has advised defense contractors, technology companies, telecommunications providers and construction firms in responding to investigations and litigating against qui tam relators.

At Harvard Law School, Samuel was an editor on the Harvard Journal on Legislation and served in the Suffolk County District Attorney’s Office. Prior to law school, he worked as a news reporter for the Los Angeles Times.

Samuel has substantial experience litigating major commercial disputes in state and federal court, including arguing dispositive motions, taking and defending depositions and managing complex electronic discovery. His representations include:

Wells Fargo in defending negligence claims raised by the tenant of a property owned by a trust the bank administered.

False Claims Act Defense

Samuel has spent much of his career defending companies in connection with large-scale False Claims Act matters, including internal investigations, interfacing with prosecutors, managing document discovery and litigating in federal court. His representations include:

A telecommunications provider in qui tam litigation stemming from a multi-billion-dollar Federal Communications Commission (FCC) wireless spectrum auction.

A Department of Energy (DOE) contractor in a years-long Department of Justice (DOJ) investigation relating to construction of a nuclear waste treatment facility.

A technology company in its response to a DOJ investigation relating to agreements with federal agencies.

A construction company in its response to a DOJ investigation into allegations raised by a subcontractor.
