Max Rosen to Discuss Wildfire Litigation at Western LAMPAC’s 2025 Fall Conference

Munger, Tolles & Olson Attorney J. Max Rosen will speak at the Western Labor & Management Public Affairs Committee’s (LAMPAC) 2025 Fall Conference, which will be held from September 29 to October 1 in Kauai, Hawaii. Western LAMPAC is an association of electric utilities and the International Brotherhood of Electrical Workers (IBEW). The conference aims to inform and educate members on public affairs matters and promote positive labor and management relations.
On October 1, Max will discuss the state of legislation across the country to address the existential challenges to utilities posed by catastrophic wildfires. In the past few years, legislators and regulators have recognized the enormous challenges posed by catastrophic wildfires to electric utilities, customers and states. The Los Angeles wildfires in January 2025 have accelerated these efforts. To address these risks, legislatures have enacted laws creating funds to pay for wildfire claims; and laws limiting the liability of electric utilities in various contexts. Max will provide updates on these laws. He previously spoke on this topic at the Spring LAMPAC conference in San Diego.
Max has represented numerous utilities in drafting and conceptualizing legislative solutions to the challenge of wildfire liability. He also served on the MTO team representing Hawaiian Electric Industries and Hawaiian Electric Company, which secured a historic settlement resolving litigation related to the devastating 2023 Maui wildfires.
