Overview

Matthew Linsley is a litigation associate in the San Francisco office of Munger, Tolles & Olson.

A former U.S. Navy nuclear submarine officer, Matthew’s practice leverages his technical expertise to handle high-stakes litigation and regulatory actions in the energy sector. He has broad experience investigating electric utility operations in the wake of catastrophic wildfires.

At Yale Law School, Matthew was a managing editor of the Yale Journal of International Law, advocated for veterans in the Veterans Legal Services Clinic and served as the president of the Yale Law Veterans Association.

Matthew is a graduate of the Navy’s nuclear propulsion program and a qualified Nuclear Engineer Officer with training in reactor, steam and electric plant operations. While serving on active duty, he deployed throughout the western Pacific as an officer onboard the USS Oklahoma City (SSN-723), forward-deployed to Agana, Guam. He also served as the Flag Aide to Commander, Submarine Group Seven in Yokosuka, Japan and taught European history at the Naval Academy.

Before law school, Matthew studied history at the United States Naval Academy, graduating first in his class academically. As a Marshall Scholar, he completed master’s degrees at the University of Cambridge and the University of Exeter.

He is a proud native of East Palestine, Ohio.

  • Hawaiian Electric – Played a critical role in the litigation and investigation following the 2023 Maui wildfires that led to a historic $4.039 billion settlement.
  • Pacific Gas and Electric in litigation related to the continued operation of the Diablo Canyon Power Plant. 
  • Southern California Edison – Played a primary role in Southern California’s investigation, testing and preservation programs related to the January 2025 Eaton Fire (Iglesias v. Southern California Edison).
  • Los Angeles Department of Water and Power in investigating the Jan. 7, 2025, Palisades Fire.
